Help! I can't get the wheels off of my E10 drift justin Pawlak

The little metal piece in the middle of the rim is blocking the nut to take the wheel off... Any suggestions???

The Philips head screw?

If it is what I think it is, my E10 had the same cover. I peeled it off with a sharpened bicycle spoke to expose the phillips head.
